City Navigator V9 Update deluxe DVD Problems

Can anyone confirm that this disk will install under win 98 SE I get an error each time i try to launch it by clicking on the "setup" icon I get the message
THE SETUP.EXE File is linked to missing export SHELL32.DLL : SHCreateDirectory ExW OK when I press the OK i Get
G:\setup.exe A device attached to the system is not functioning

the dvd drive is obviously working as I can see the files in explorer

any help appreciated whilst I am waiting a reply from garmin

From the case of my CNV9 (not NT version)

"IBM PC with Pentium processor, 2 Gb HDD space, DVD, USB port. Requires a 32 bit operating system such as Windows 2000 or newer."

Looking at http://msdn2.microsoft.com/en-us/library/ms649534.aspx a new v5 of shell32.dll came out with Windows2000 so I suspect that CNv9 needs this version and you are stuffed!

Time to go shopping for something a bit, well, 21st century...
