Time Cueta

Quick question please.

I understand Morocco stays GMT all year.

Spain will be 2 hours (?) ahead this time of year - 1 hour ahead of BST.
Cueta is Spanish Africa.

Am I correct in thinking the hour change will happen crossing Cueta into Morocco rather than crossing the water?

(relevant for ferry times)
