It reminds me of a Belgian Police bike I saw in Frankfurt last year with Ogmios...His driving style at the time would match the picture...

I thought it was manchester or leeds type markings rather than the met they tend to be highly reflective and the yanks tend to be Sheriffs Dept with all sorts of things on them and the froiegn bikes tended to be Polizei and things like that

Looks like the fecker rolled over rather than crashed i.e. Left mirror lying on the ground beside it, rather than miles away the left crashbar just bent a little and no big dings in the front and rear rims or that twin spark rocker cover that are obvious
 
Think its an Aussie bike

Looks to me like an Aussie bike.Same Police markings and one blue and one red beckon on the front like they use down there.
I hope he wasn't injured and if so id guess he's still writing:blast
