Are the 1150R panniers the same as 1150GS?

System panniers? I think the right one is, but the left (on the GS) has an exhaust cutout and shifted mounting point compared to the symmetrical pair for most BMs.

only RS and RT have full left panniers the R is the same with the small left one

Yes they are the same, as I believe are K1200RS panniers. Again the left one has the cut out for the exhaust.
