Insurance for 20 year old with A2 license

My stepson is looking at buying a restricted Yamaha MT07 on a 16 plate to ride on his A2 license. He turns 20 later this month and will buy after his birthday. It'll be based in Sheffield where he's studying at uni. He's been getting daft quotes for insurance online. Any hot tips? Prior to taking his A2 test he had a 125 for a year.

THe MT07 is a great bike, but as its still a relativley new model (2014 onwards?) so it is still expensive to repair, hence the prices (notwithstanding the rookie rider loading).

Suggest an older cheaper bike with a lower insurable value and cheaper to repair.
