Touratech VP45 paniers

Anyone know what the little metal hooks, which have such a Germanic air of purposeful design, are supposed to hook on? They're on the lower straps on the tank (saddle?) bags. Various people have suggested wrapping the straps around the engine bars but I can't imagine that Touratech put them on without a very firm idea of what they would hook onto, nor do I think that they would assume that everyone fits engine bars.

I replaced the hooks with a plastic connector from a dog collar, then connected the two straps behind the front shock - works fine. You can probably get similar connectors from camping/outdoor shops.
