Hi, my 1200 gs rear shock rebound adjuster seems to have broken as in it now just turns either way without stopping or ajusting the rebound. It seems to have become unatached to whatever it does inside.
A, as the damping is now stuck on full how can I lower it
B, can these shocks be serviced, the dealer only wants to sell me a new one.

Don't buy a new one from your dealer, try to find a suspension specialist that deals with WP suspension and see if they can help, the stock R1200GS units are produced by WP, albeit at a budget compared to aftermarket WP items.
If the stock unit is shot, you could get a better Wilbers unit made to suit your weight, riding style and desired ride height for less than the stock BMW item costs. I swapped my suspension out for Wilbers at 25000 miles and the new stuff is really good. Sorry but my old suspension isn't available.
