Romania with no green card?

Just for info I am just back from a Romanian trip.

Crossed border just to the east of Debrecen in Hungary and we were not asked for green cards at the border. Also stopped by the Police twice but again the green card was about the only bit of paper they didn't ask for.

covered fully comp
in any member country of the european union,and also iceland,norway and switzerland.
