What it says, in something approaching English, is that....

The obligation to carry a warning triangle and reflective safety vest doesn't apply to cyclists, motorcyclists and trike or quad bike riders. However, cyclists (note: not motorcyclists*) are subject to laws which require them to wear a reflective safety vest outside built-up areas at night or in conditions of reduced visibility.

Je suis navré qu'on ne s'accorde pas mon vieux mais je suis persuadé que dans tous les documents de ce genre 'cycle' veut dire 'vélo' - notez que le mot 'vélo' n'apparrait point dans le texte! :D

Only pedal 'cyclistes' have to wear reflective jackets outside built up areas at night or in poor vis - honest - check with any 'auto-école' that does bike training. :thumb

And - as you probably know - nobody does anyway because this is France we're talking about, spiritual home of the disregarded regulation!

Anywho - we have to play nice coz that scary bloke with a gun (or is just a silly hat?) said so. :pullface
