the lad has a 125 and is keen to do his bike test.. If I understand it it's a waste of time on a 125 at 17 or 18 as he will have to do it again at 19 to get his A2 licence.....

Is he best off toddling around with L plates till he is 19, then going for his A2??? which I assume even though he had a moped at 16, a 125 for his 17th does 6000 miles a year in all weathers....will still need a load of "official" lessons on a school bike???

Or, can he take a test on the 125, at say 18.. Wait a year and buy a 47bhp bike when 19???:nenau

No, if he takes his test at 18 on a 125 all he will have is a full licence for a 125. If he wants to ride anything bigger he will have to take his test again on a bike of over 395cc with a power output between 27 and 47bhp, which will mean on a school bike.
