Yup where there should be a groove for the choke activation slide to pull there is nothing
yes you can, and i am pretty sure bits are still in stock
can,t you screw into the top of the brass plunger ?

Not really practical He's "on a Budget"
I suspect it will be left as is (no matter how much it goes against my Grain!!) As he wont want to spend the money

Laughing Og I had wracked my brains trying to remember that website as I sent it to You PMSL!
I think It will be staying there cos I am sure as hell not stripping it down 
I just don;t think it can be done in situ The plunger seems to cross the distance of the carb and I doubt there'd be enough room to manoeuvre in the space with the spring etc
