Ignition Problem

Well, kind of. Bike running great, although very nearly pinched the other day, but the alarm sent them running - little shites (school kids). Anyway, I have never put the bike onto wheel lock, well, maybe once or twice, but since this incident I now want to - however, I can get it to the 'park' setting but cant get the key round to 'off', I have tried, but just cant - I dont want to force it anymore - does anyone else have this problem or the best way to resolve?

Waggle the bars to and fro as you engage steering lock.
Has to be done on full turn (or just off).
