Tech quetion about HONDA XR

1992 Honda XR 250
Should the joint between the header pipes and the silencer just behind the rear brake reservoir be clamped tight or is it deliberately lose to allow for vibration and to stop the pipe fracturing?
I reckon it should be tight but don't want to break something else so soon!!

Tighten the collar up to 15 to 25 nm acccording to the Haynes manual

Neil's talking about the support bolt.
But the pipe and silencer joint should be a tight, snug fit too
