Right of way in Greece.

For the last 25 years or so I have been hiring a scooter in Greek Islands for two weeks. In that time I have had no trouble on any of the roads, junctions or towns, its just a bit chaotic and sorts itself out eventually.
However this year in Kos a dustbin wagon stopped half way round a roundabout and waved me out, on the next few roundabouts I noticed it was a 50/50 chance whether the locals stopped, hire cars just treat it like the UK and the quads/buggies don't stop at all.
What is the rule, priority a droit as it used to be in France? on roundabouts or at all junctions.

Thanks, I guess i'm still alive because its just so laid back and there are so few roundabouts, I only do 60 kph or so and stop a most crossroads in town.
I love the roads and relaxed atmosphere on the islands. This year the hire company suggested we always wear helmets (we have to for our insurance) as the police often stop riders to make good the shortfall in their finances.
