intermittent electrics

Hi all, I am know nothing about electrics, so please go easy. I went to get a new set of tyres & for the 1st time (had the bike 2 years & done 4k) it cut out each time i tuned the handlebars both left & right. I removed the tie-wraps holding the harness that leads to both grips & it appears...
