sheared bolts

I took my 2017 GS Rallye into my local BMW dealer for them to do the valve/cam settings, however, they sheered off all four bolts that hold the covers on the heads, I was only informed of this after they did the deed, they said they couldn’t drill & re-tap them, but offered to fit new valve...
