My thought as well, take a decent motor and put it in a chassis with the ergonomics of making the rider into a horizontal parachute. Put a fat front tyre without a front mud guard to speak of, make the tank small enough that you can't get far w/o stopping 'cause you'll need to stop for a stretch anyway. Stop the rear of the seat cowling at the axle and raise the nice, hot pipes up along your inner thigh rather than down below your foot. It appears to be a fail in both styling and function to me..... which means it'll probably sell.
I once hired an Indian and then a few days later a HD
The Indian was the more efficient bike smoother, easier to ride but the Harley because of the character of the engine, weight and need to work with it was a a Harley.
I expect that new HD engine will be an efficient and smooth motor and the new bike will be efficient in going about its business but! if you want efficient buy a Honda
