"Dazzle did not conceal the ship but made it difficult for the enemy to estimate its type, size, speed and heading. The idea was to disrupt the visual rangefinders used for naval artillery. Its purpose was confusion rather than concealment.[1] An observer would find it difficult to know exactly whether the stern or the bow is in view; and it would be equally difficult to estimate whether the observed vessel is moving towards or away from the observer's position.[2]"

I was involved a few years ago in research in to visability of motorcycles, and that was an issue: in an Urban environment the best colour for a bike and rider is all the same ie white black etc both you and the bike as you stand out as a block colour against a broken confused back ground, the worst for riding in an urban environment was multi coloured bikes and clothing as it acted like dazzle camoflage and made it difficult for other drivers to estimate speed and size.
In a rural environment you stood out more in the multi colours but it still made it difficult to jugde acurate speed and size.
and all made considerably worse when driving with a headlight on, made you more visable but no less likly to be involved in an accident!!
