Adventure Pannier Locks

I've just bought a set of adventure panniers for my 1100. The locks were keyed to the previous owners bike, and understandably, he didn't want to let me have his ignition key. They are currently unlocked. Can they be removed and re-keyed without the key, (if not, do I have any options?) and regardless of this, how are they removed?.

Usually you need the key - the option is a big drill :(

There's a little keeper tab at the bottom that stops the locks being removed - when the panniers are in the locked position you can't get anything sharp and pointy in to push that out of the way thus releasing the barrel. With the locks disengaged, you have access to that bottom keeper.
 
Ok, Please be gentle with me here. The locks are unlocked............I've just tried my own key, and hal in and half out am able to move the lock from the locked/unlocked position. However, I can't see the release tab. I'm familiar with the system type lock.......what am I looking for, and is it the top or bottom of the lock barrel?.

It's at the very bottom -

At the bottom of item 21 to the inside edge (where it is normally concealed when the pannier is locked) you'll see a kind of concave part of the barrel which when rotated locks around a pin to keep the pannier in place - the metal tumbler you are looking for is just above this. It's a little less than a millimeter thick and about 5mm wide. When the lock barrel is pushed into place this springs out at the bottom into a recess.
 
In other words, you need to push this

You will need the key in and both handles up
