Yip, HCR is the High Capacity Reservoir and it bolts to your number plate bracket and you fix your number plate to it.
If you have TT pannier racks you might be able to codge something between the plate bracket and the crosspiece instead of paying for the TT strengthener.

Or buy the lubetube which is the same capacity as the remote reservoir , but fits under the seat.
