Box locks

Sold my bike and have 3 panniers that he doesn't want.

Can the locks be removed the same as the old ones and re coded or do I need to get a key sorted before the bike goes.

Assuming they panniers are the standard BMW variety, the locks can be re-coded. Lots of threads and videos on how to do it.

Yes they can.
You need the clasp open and the lock in the locked position to give access to the release wafer.
