Can you de-restrict a CBR125?

A mate of mine has his full bike test but is a bit of a jessie and doesn't like big bikes (he had a bandit 600 for a while and sold it as it was too big and meaty for him - fair enough I suppose, live and let live (jessie!). A guy in work is selling a CBR 125 which would be OK for him but if he needs a bit more poke, can they be de-restricted or is this term only for two strokes?

Apologies in advance for posting a non GS question but I simply don't know!
 
They can be tweeked, but I've no idea how. Well, I've ideas, but I'm not sure.....

If he's too timid for a 600, tell him to get a 400 Bandit, SuperFour, CB-1 etc.
 
I think you'll find the CBR125 isn't restricted in any way. Honda claim 13bhp for them, which is 104bhp per litre. 125's are allowed a maximum power output (for learner use) of 15hp. Makes you wonder why Honda didn't build the engine to turn out the maximum allowed.
