A sika hind can be small enough to throw over your shoulder - handbag style - not sure what they have in Germany to be honest but if they have the likes of the Roe or the absolutely tiny muntjack and CWD that they have in the UK then it's a deer alright.
A fox would be much smaller than that 20 odd lbs at the very most
