Do you insert the SIM directly or activate it first?

Quick question. Can you install the sim directly into the CRN or do you have to activate it in a phone first? Many thanks

Did mine yesterday with a Lebara sim after Wessies recommendation last week
I put the new sim in an old phone and registered it with Lebara app on the mobile number allocated by them as it's only for use in the CRN
Received a text and it now comes up on the Lebara account with the data amount etc
Once that was done stuck the sim in the CRN and it all works, tested yesterday
