Emergency tax for a 19 year old

Tom son number 1 is in Cork studying, at weekends he does about ten hours work in a bar and uses this money to pay for his food etc whilst at college (he wants to be independent)
Anyway he has been on emergency tax and would love to know how long this lasts or is there something he can do to stop it as he has a friend doing the same hours that has more money due to not being on the emergency tax.
He knows he will get the cash back as a rebate but it is his weekly budget that he is interested in.

he needs to get onto the revenue office that deals with that area and set himelf up with his PPS number. Tell them he wants all his allowances to go towards his income in that bar etc. He should also ask the employer for his employer reference number to give to revenue. My lad was the same and once he made contact with revenue it moved really quick.
