frame number corrosion

hi, any advise. the 2006 gs 1200 i am picking up from a dealer has got corrosion on the frame number in front of the tank. it looks quite unsightly and the dealer said they will get it cleaned up but is this normal as it makes me wonder if this bike has not had the cuverted life i hae been told it had. it has only done 9k and the rest looks ok bar some rust starting around a few bolt heads etc.

it should have a clear plastic sticker over the VIN number. i would have thought that would protect it.
