Thinking about buying a Vista, emigrating to New Zealand august next year, noticed they are much more expensive over there, so thought I'd get one in the UK, can I change the base map? Can I buy one here, with the NZ base map? What about buying one from the States, even cheaper there!

No you cannot change the basemap. Neither will one purchased from the US have an NZ basemap. I would not worry about it as the NZ basemap is the same as WorldMap (crap) but there are some third party loadable maps available;

Don't expect all the features (like POI for example) that you will find on a Garmin product. You will get all streets and most tracks and almost all street names.
Then again, they are free :)
