I visited Gibraltar in March and again late November this year. In March getting in and out was quick and painless. Just waived through, though you could be asked for a passport I guess. Both times we were in hired cars from the Spanish mainland.
In November, entering Gibraltar was quick, but we got caught up in the border queues as we left late afternoon, so maybe it took 20 minutes. Just volume of traffic. Guarda Civil Traffic Police were not troublesome.
It doesn't take very long to 'see' Gibraltar (upper rock nature reserve with the monkeys, St Michael's Cave, Siege Tunnels, Moorish Fortress, Siege Village and some more 'modern' UK artillery). Roads generally very narrow, so nerve racking in a car, but bike easier. Some good views from the rock, across to N Africa and NE along the Spanish coast.
I would be looking for accommodation on the Spanish mainland, rather than in Gibraltar.
