I have never noticed a bend just there before

So anyone else thinking what I am thinking? That is a tad bent out of shape ??

I have worked on a load of bikes over the years but have never noticed that bend

I’ll check some frames next week but I’m thinking something isn’t ok with that one,
Is the other side ok?
It could of at some point had a side impact that shoved the footrest hanger into the tube?
