my tear 2000 surges like a whores knickers.
I was told that in the fuse box thing - there is a relay or fuse type thing that controlls how rich the mix. Word had it I need a sweedish one! or there is a wire trick?

Can this be true - is there a link?

There's (usually) no need to modify anything.

Careful attention to valve clearances, rocker end float, TPS voltage and throttle body balance will vastly improve surging.
