I seem to remember that when ordering an 1150GS in Germany you could specify it with a low power engine to cater for their licencing laws. I think it had a 35bhp option as well as the normal one. It's a long time now since I ordered mine, so I may be wrong.
I bought my UK specced, but German registered 1150 from SPC in 2000.
I have the original green German logbook (Fahrzeugbrief) where it qoutes the power output in Kw in section 7.
Mine says K62/6750,which is correct for a full power version.
Do you have the German logbook to check?.

No, German 1150GS's are not restricted, since they don't make enough power to warrant it. The 1200's are restricted to 72kW/98HP to keep them under our top-rated insurance band, which is power related.
The F650's can be restricted to 32HP for A-1 Driving Licence classes, but this option is not available for the 1150. For the Boxer GS's, the last model that had this option was the R850GS.
