Loose headlight

Does anyone have any tips for a cheap way of keeping the dip beam of my 1150GS steady? There is no lateral movement but even tightened up it is loose in the up/down plane meaning I can't set the beam. All adjusters work OK, the mounting is secure on the bike. I saw something I thought would tighten it up, but it turned out to be a lateral throw adjuster. The bike is a bit old and I'm planning to sell it next spring, so not looking to spend a lot on it.
 
I know you say the linkage is all correct, but are you sure? When I checked mine (for the same reason) there was a ball and socket joint disconnected between the dip level and the leveling system. Had to take off the screen and the silver top to the instrument pannel to see it.
 
I saw what must be the ball and socket joint attached to the screw adjuster, cos I undid it to get the unit clear, it was a pig to get back together. There seems to be a plastic block on a support and there seems to be a small amount of play, but doesn't seem enough for the slop. Will try the cable tie method unless there's a more secure option.
