Genuine question - are'nt the 2 washers ( 7 & 8 ) going to need to be reattached ?

I'd hazard a guess that as per Mike's suggestion, this is bolt 6 and therefore washer 9 is the washer in question. Looks like it sits outside of the cylinder as it can be seen in the photo above.

However seeing as you couldn't get the bash plate off due to lack of tools, I'd strongly suggest a visit to Steptoe to get this fixed. If you damage the plastic cam chain guide it gets messy and expensive. Ask me how I know.........:blast:rolleyes:
 
If you know your way around the boxer engine and the washers have stayed in place this is a really easy fix, just follow Steptoes guidance. If you don't or they haven't you could cause a huge amount of very expensive damage. From your origional post and the error itself I suggest taking it to Steptoe by van/trailer and saving your self much grief and money.

Get genuine expert help. Steptoe or Mikeyboy don't start the engine or turn it in any way.
Attempting to save money but wriggling that bolt back into place risks the washers getting mangled & flung around by the cam chain causing untold damage.
