If the vid cam has a hard drive then suggest you add rubbery pad layer (mousemat ) between base plate and vid cam as Sniffy comments on vibration , it may just stop the vid cam buffering.

Only one part, that bit attached to the vid cam with the arm 'is' and that has a moulded rubber ball formed onto the cast post.
I suspect the part (filler cap) is an all cast metal part so would be concerned over vibration resonating thru to the vid cam device as two balls maintain integrity of vibration dampening and G impact shock.
FWIW, there's a UK company, Evotech Performance who make fuel filler cap arm and then attach RAM camera mounts onto it.
