As above. I've done my routes and I want those routes to stay, as they are, on my phone, and not get altered if I fiddle with them on my iPad.
Is it still possible to make them available offline/downloaded?

Yes.

Try it for yourself. Put your phone into aeroplane mode and tap around to experiment, you can’t break it.

Here is how I do it:

As I do not want to synchronise all my routes, I create a folder for the jaunt, labled ‘Syncronised only’. Into this I put a COPY of the route(s) I wish to synchronise. Then open the navigation app > routes and track logs > folder with synchronised routes (each of which will be listed in stark bold, as opposed to greyed out) > select the synchronised route > run the synchronised route in the navigation app as normal.

You’ll need to have downloaded the maps, too.
