There are various options. I got the Kathy's Bags ones from BobsBMW in the USA. You can get them from a distributor here as well. They are cheaper to buy direct, but factor in that you are likely to be stung for VAT and a customs charge if they are posted direct. They are good bags - well made, strong and functional.

Another plus for the Mane Events bags. I bought some last year and they are fine. Excellent delivery service too.

I don't claim mine to be the best, needs must. For me other needs (autocom, bike camping gear, Zumo) will be bought before i look at pannier liners :)

Don't take it to heart.

I'm sure you didn't think binbags are the best. Though they may be.

Nice and thin, taking up little space.

Easy to buy, no ordering.

Cheap, maybe fifty for less than £3 (with shopping around)

Handles, on some

Black, doesn't show the marks

Some are even biodegradable, so confirming one's green credentials.

I use hessian bags made by Budhist Monks in the foothill of the Himalayas using only their feet to weave them so they can carry on reading whilst making the bags.

Try Debenhams

I recently bought a 'Trip' weekend bag from Debenhams. It cost me 15 quid and fits perfectly into my top box so I suspect it will also fit a pannier. Complete with shoulder strap and handles. Beat that for value!

bought two rubber stuff sacks from aldi a month or so ago ,they fit a treat, are water proof so can also be strapped to top off boxes if more room needed, and look like they cost more than the £7 they actually did:augie

M&S hessian style bag fits perfectly in the larger pannier and has handles, while an Oxford helmet bag (or similar- often free with a new lid) goes a treat in the smaller side. Just invert it to fit the shape over the pipe.
Sorted!:beerjug:
