Take out the slow running jet it'll be the one nearest the enginge and usually small with a slot in it, check to see if it's got a bit of crap in there, spray some carb cleaner in the hole then put the screw back in usually about 2 1/2 turns out from seated position is about right.

My wifes got a serow and it used to be a bastard to start. The theory behind this problem is that the most volatile vapors escape from the fuel sitting in the carburetor bowl, leading to difficult starting.
The cure seems to be to turn off the fuel tap before shcuking it in the garage and letting the carb drain / bike die. Then when you go back a day or weeek later turn the fuel on and hey presto!!
Bit of a pain waiting a few minutes for the wee chap to run out off fuel but not as much of a bastard when it wont start.
The fuel taps also sometimes pass even when swicthed off.
There is also a carb mod that is quite simple to do - see links below - good tips on both sites. These little guys run quite lean and this richens them up.
100% agree with Craig's diagnosis. When I had a serow it was fine if used every day, but if left for a few days it could be a b'stard.
Once I got in the habit of running the carb dry before putting it away, it was a lot better.
Another thing to check is the inlet manifold. They have a habit of separating the rubber from the metal flange, or splitting. I had this on both my serow and my XT350 yam and caused bad starting.
