Pillion grab rail on 1100

Anyone have any bright ideas to remove my pillion grab rail?. I need to remove it to fit top box, however the bolts are totally seized, don't fancy trying to angle grind it off, maybe I could drill out the bolts?! Any thoughts greatly received, cheers.

They are long bolts that fit into captive nuts under the mudguard - you can get to them with molegrips if you need to.

Part number six is the one that holds the captive nuts - it'll all very likely be corroded as it sits under the mudguard exposed to all the road crap...
