PLASTIC THINGY ON HANDLEBARS ...

Hi all.
Can someone give me an idea what use that black plastic thingy is on the handle bar and up against the right hand bar clamp.....
Seriously i know it's there to protect the throttle cable from fretting against the right hand clamp assembly, but my cable still frets against the handlebar in the dead centre position between the clamps ...... is there something missing??

I don't think there's anything missing - with the bars in the "back" position mine rubs against the paintwork too. I just put some tape around the centre part of the bar.
