Question for wire wigglers with RJ11 plugs

Just got back from a call out,

Strange this house; it has RJ11 sockets plumbed in around the house for its telephones. So all the phones use a RJ11 - RJ11 leads to connect them to the wall sockets.

When you plug a modem in using the same RJ11 - RJ11 cable the modem has no dial tone, but the phones work perfect using this cable.

Is this because the modems use a different pair on the rj11 side of their cable and cross to the normal telephone plug. Where can I get one any ideas.

Is this normal or a new standard or a drunk electrician?

Where I used to work the CAT5 (RJ45) and voice cabling (RJ11) outlets in the floor boxes required a plug in gizmo to enable fax machines to work through the voice cabling - I thought this had more to do with the phone system installed than the cabling though. Do they have a phone system as well?

Apologies for the lack of technical terms, I inherited the role of I.T. manager due to having more knowledge than anyone else in the building... fairly entertaining whilst also trying to manage the drawing office.

i do know that there are at least 2 different modem leads available. they are not interchangable, use the wrong one with the wrong modem & you get no dial tone.

AFAIK they look the same to a casual glance. must be wired differently.
