Rukka Z-Liner Gore-Tex Performance Shell membrane

Anyone know if "Z-Liner Gore-Tex Performance Shell membrane" means that the waterproof membrane is inside the garment (so the outside of the garment gets waterlogged but still keeps the rider dry) or whether the membrane is on the outside and/or meshed with the garment's outer layer, so that the garment itself does not get waterlogged ?

It's a loose drop liner between the outer face fabric and the lining of the garment. So, yes, the face fabric is more likely to wet out than it would be with a garment where the membrane is bonded to the face fabric. Gore-Tex calls that system of bonding to the face fabric Pro-Shell.
