What is the best/easiest way to fix this problem?

I would guess it's best to take it all off, rub it down and respray it. I would look at some heat resistant paint though as the disc will get pretty warm.
 
I'd try brushing it off with one of those little toothbrush size wire brushes.
And then I'd try leaving it somewhere a bit dryer, like possibly at the side of the river instead of in it.
Where do you leave it out of interest ?
 
Alas i am without sheltered accomodation for the old girl. So at side of house chained alarmed and cctv
 
To prevent further mucking, get proper stainless bolts and spray with ACF of WD-40 (not the disc of course)
