The software monitor and recall is for the EGR valve cooler. Did they change both the EGR and the cooler?

My 320d went in for the recall on the egr cooler. Came out a different car. Down on power by approx 15%, fuel consumption up, gear change indicator now a bit higher up the rev range. Noticeable as soon as I drove away how the mpg indicator took a dive to the bottom of the scale before I’d even left the forecourt. They claim to have done nothing to the software and that it was just a hardware replacement of the egr cooler.
Have they ( BMW) had a bollocking from the authorities over this emissions scandal and are now reining in the cars’ power outputs?
Wouldn’t mind if it was a rental PCP car but it’s not, it’s mine outright. Of course they won’t admit what they’ve actually done to it, their corporate arrogance won’t allow them to.
Similar scenario to the VW recall that resulted in cars being totally different after the recall with lots of owners saying they would never let it near a main dealer again.

Can't say I've noticed any difference with SWMBOs 218D. It's never been exciting to drive but it's brilliant on the fuel when we go to Cornwall and travelling down and back the day after they'd done hers the fuel consumption was just as good as always. When Skoda wanted to do the software update on my mk2 diesel vRS Octavia I told them to shove it up their ECU
