Yes Cables too tight i.e. no "slack" at all basically sitting on teh verge of opening at the merest whiff of twisting the grip

When hot "could" be opening the throttle a fraction

I have Sorted a few that people that "I don't like that "Slack" in the throttle!"

Yes but the OP's bike only revs when hot.
 
Sorry, been off net for a while! I'll strip the tank etc. off and check through the cables, at the moment is feels like the butterflies are closing fully, but the bike is a shitty old high miler, so worth going through. Will also look out for a GS911 in the area (or on ebay). Short term I think I should just take it off the road and put my 1100GS on for the winter, then strip back bodywork etc to try to get to the root of the problem.

The throttle cables and inlet port rubbers are easy to check without removing the petrol tank.
But if the bike is a real scruff you might choose to strip the frame and front subframe for powder coat, zinc plating or whatever does it for you.
Don't forget many frame bolts are thread locked - heat to >100*C with a hot air gun to shift them
 
My money is on the TPS. Mine did that prior to failure. Would never have spotted without a gs911, but as soon as I saw the real time throttle reading it was immediately obvious. When the throttle is closed it shouldn't read 75% open.
