Tidy justice system?

I came out of the brother in law's this morning to find my car had been broken into. Back windscreen smashed. I suppose I shouldn't feel too hard done by, a car up the road had the back and a side wandow smashed as well. I got all my stuff, there was nothing in there of value and they'd dumped it up the road. On the front windscreen however, there was a note from the police with a reference number and a phone number to call. How efficient is that!!??
