Not really. This is the same problem (Preparing Backup gets stuck) last time it was solved, IIRC, by deleting the .InProgress file and restarting with the drive plugged in. This time I can't even delete the .inProgress file.
The backups work OK, right up until I remove the disk or reboot, whereupon the 'Preparing backup' problem recurs.
OK, think I solved it. For some reason the Spotlight had forgotten the list of places not to index. 'Operation not permitted' was because the TM disk was being indexed (secretly) by Spotlight.
When I put the TM disk back in the list of places for Spotlight not to index I could delete the .InProgress file, restart Mac OS and TM did its thing.
TM does seem a touch fragile to me.

They can be temperamental !
I had some terrible problems with mine just "hanging" on preparing back up but a search of the web soon solved the problem and its been fine now for a couple of years for back ups.
I did have an issue when we moved house and change IP providers and can no longer use it as a router !

A few days ago I attempted a back up, the time machine seemed to be stuck in the " preparing back up" mode. I aborted and then promptly forgot about it. That was until I saw this thread.
Yesterday I connected my hard drive and when I looked into the backup history I saw no backups. Strange as there are a number on the disc but my laptop couldn't see them. The "preparing back" was now running and it took ages, the back up took a good time as well. The laptop was treating this as the first ever back up.
This is the first time I have backed up since I did a OS update so I must assume the update requires a full back up, or is it just coincidence.

It probably just needed a long time to ship all the changed data in the update.
It also takes backups even when the TM disk is unavailable, and ships them when it is, so if you've been away from the network for a holiday/job and reconnect it can be a while sorting that out.
