Torque-Bar adjustment

I'm considering adjusting the handlebars by lowering/rotating them downwards by around an inch or so, just need to know the torque settings for the four retaining bolts that hold the bars in place.

Clamp to fork bridge .................................... 21 Nm
Handlebar weight to handlebar..................... 21 Nm
