tracks near agarve and proibitad sighn

Hi,had my holidays nr portimeo portugal this summer and hired a trail bike for a few days.
armed with some fairly useless maps i set of towards monqueqe and the hills and found some belting tracks,my problem is most had a sighn on them saying roughly PROIBITO MUNICIPOL in red and white.
I had a few days riding those with no problems and even the police in portimeo dont know what they mean but can anybody on the forum tell me.
Any information on tracks down that area appriciated
