Yep; sprocket brakes, quite common on custom builds. Always worries me me about lubing the chain but guess they don’t so won’t use it in the rain

Mix a bit of sand with your Scott oil..

Brakes, all about friction, and seals that likely swell if they get any oil on them.

Chains & sprockets, nasty oily things, all about avoiding friction, by being covered in oil.

It’s not a “solution” it’s a “look”. Pretty common in these parts..

I've not seen/noticed that before either. It's a tidy looking custom and I can live with all sorts of compromises to get 'The Look'.....but NOT with brakes.
