Vario pannier question

Anyone with a set of Vario panniers fitted - quick question.

The hangers that take the panniers have a clamp at one end to go on the frame, then there's another hole behind the metal 'peg' the pannier hangs on. Does this hole have a bolt through it when fitted on the bike?
